Leadership transition at Soil and Water Conservation District

After serving 25 years as District Manager, Sherry Ragland retired from the Peter Francisco Soil and Water Conservation District in July of 2025.

Her successor, Buckingham County native Kelly Snoddy, worked alongside Ragland for 20 years in the office. Snoddy moved from the Senior Conservation Specialist role to the District Manager, leading a team of five.

Supporting farmers, landowners, and the community by helping them take care of the area’s natural resources is a mission that matters for Snoddy and the team. 

“This is our home too,” she said of the team’s motivation to serve the community. “We don’t just work here.”

The PFSWCD provides a range of services and technical assistance in Buckingham and Cumberland counties, such as conservation planning, septic pump-out service, and helping manage and access grant program opportunities. The office also provides educational programming for all residents, including in-school programming, camp and opportunities for students, Envirothon competitions, and workshops and demonstrations for youth and adults.
